SUBJECT: Update on Vietnam Unknown

-- INFORMATION MEMORANDUM



Following the April 13 public announcement to inter, a Vietnam Unknown, there was relatively little media play. So far, the positive aspects of the interment has remained in the forefront.



Prior to the public announcement, we fully briefed and coordinated the Vietnam Unknown decision with the Executive Director of the National League of Families (NLF) . While she believes we are proceeding properly, the Board of Directors has decided not to support the interment. Their decision was based largely an the belief that the interment will result in a reduction of effort concerning the POW/MIAS. We have been diligent in all public and private statements to provide assurance that the Interment of the Vietnam Unknown should strengthen our commitment to POW/MIAs. The NSC has also provided these assurances. The Board of Directors of the NLF remains unconvinced.



The NSC staff is monitoring the situation closely. They should be able to provide a constructive response to any correspondence which the White House receives from the NLF. I don't expect this situation to significantly degrade the positive aspects of the event.



The planning for the interment and related ceremonies is going smoothly. We shall seek Congressional action on a joint resolution to use the Capital Rotunda for the Vietnam Unknown to Lie in State. The Congress will also be asked to pass legislation authorizing the medal of Honor. In addition, we will soon be asking you to request a Presidential Proclamation declaring a period of mourning for the Vietnam Unknown.
