Battling the Misinformation Campaign
Against H. Res. 111


In an effort to undermine efforts on behalf of H. Res 111, those opposed to its passage are resorting to misinformation and untruths. The emails seen, to date, describe how the search process and field activities would stop if H. Res 111 were to pass. The most recent and strongest of these emails states: "WHEN THESE COMMITTEES CONVENE, THE ENTIRE SEARCH PROCESS GRINDS TO A HALT. All time is lost in the field and pushes the return to the issue as far back as two years . . . "

The above statement is simply not true!

In their statements of opposition to H. Res. 111 opponents continue to ignore POWs and MIAs from World War II, Korea, the Cold War and the Gulf. Passage of H. Res. 111 would address the volumes of information on pre and post Southeast Asia POWs and MIAs. This segment of the POW/MIA issue has been ignored far too long and has not received the Congressional attention it requires.

Opponents to H. Res 111 continue to misrepresent POW/MIA investigations, recoveries and identifications which occurred during the life of the Senate Select Committee on POW/MIA Affairs, from the August 1991, to January 13, 1993, the date the report was published, field activities, archival research, Stony Beach live sighting investigations, remains' recovery and remains' identifications continued unaffected by the existence of the Senate Committee.

A quick count reveals that remains associated to 22 Vietnam era servicemen were returned and remains identified as 11 Vietnam era servicemen occurred within the life of the Senate Select Committee on POW/MIA Affairs. Of these cases' three were recovered and identified within the life of the Senate Committee. Eliminating the duplication of three cases appearing on both the remains returned and remains identified lists, this represents overall activity on 30 cases, during the life of the Senate Select Committee. This figure DOES NOT include cases investigated during Field Activities in Vietnam, Laos and Cambodia.

The following come for official reporting. The dates say it all.

A report dated March 1993, described a Joint US/SRV teams crash site survey conducted "15 May 1992"

"Field investigation report of Case 1761 (Aston) // RMKS/1. On 15 May 1992, a Joint US/SRV team surveyed a suspected UH-1 crash site at Grid Coordinates YV69505585, in Quang Nam DaNang Province, Vietnam.

SitRep dated November 7, 1992, states first archival research team began work in Hanoi, and 20th Joint Field Activity continues and Lao JFA continues . . . "First archival Research Team (Art One) began work in Hanoi. JTF-FA personnel continue operation during 20th Joint Field Activity (JFA). Lao JFA Investigations/Surveys continue to produce physical evidence. Field Team returns to Hawaii after completion of JFA 93-1C."

Dated 10 December 1992, this report discusses the 18th Joint Field Activity from 19 June - 18 July 1992 stating:

"Reference A is the detailed report of investigation of REFNO 2044. During the 18 Joint Field Activity from 19 June to 18 July 1992, a Joint US/SRV team conducted an investigation of . . . "

Another report dated 10 December 1992 discusses the 20th JFA.

"This is the summary report fo the 20th period of Joint Field Activities conducted in Vietnam from 21 Oct - 17 Nov 92"

Dated 13 June 1992 another report describes ongoing and upcoming operations stating; "Planning for 18th period of Joint Field Activity in Vietnam in final stages. Interviewed Col Y and others in Hanoi. Recovery operations in Laos proceed despite rainy weather. Cambodia investigation team departed HI 7 June, deployed to Phnom Penh 10 Jun; Field operations started 12 June."

Another document, dated August 1992, discusses the nineteenth JFA to be completed September 16, 1992, in Laos that began August 24, 1992 and a Joint Field Activity in Cambodia scheduled for October 1992.

"Situation/Nineteenth Joint Field Activity ongoing in Vietnam, concludes 16 Sep 92. Investigation/Recovery team began operations in Savannakhet Laos 24 Aug 92. Next Joint Field Activity in Cambodia scheduled Oct 92. Lastly we offer a sample of one live sighting investigation.

Dated 15 December 1992 the report states;

"On 25 Nov 92 RO, accompanied Mr. Le Van ((Hoang)) ((word unreadable)) VNOSMP Ministry of the interior (MOI . . . to Le [word unreadable] Street to interview residents about the existence of an American or someone who could be mistaken for an American . . . "

There are more documents, but you get the point.

The Senate Select Committee on POW/MIA Affairs had no impact on field activities, archival research, Stony Beach live sighting investigations, remains recovery and remains identifications.
