This is the 2009 POW/MIA Recognition Day Poster issued by the Defense POW/MIA Office (DPMO).

To us there is no sadder sight than the American Flag flying at half-staff. In that position the Flag represents and honors the death of an individual who served his/her country. The Flag never flies at half-staff for the living. The American Flag at half-staff is an honor and remembrance only for the dead.

Clearly, dead is the message the Defense POW/MIA Office (DPMO) wants to send, with the 2009 POW/MIA Recognition Day Poster.

All the POWs, World War II, Korea, Cold War, Southeast Asia and the Gulf, are dead… dead… dead…
